This is an alternating subtraction series with repetition. There are two different patterns here. In the first, a number repeats itself; then 3 is added to that number to arrive at the next number, which also repeats. This gives the series 17, 17, 20, 20, 23, and so on. Every third number follows a second pattern, in which 3 is subtracted from each number to arrive at the next: 34, 31, 28.

This series is a combination of two series. The first series is 17, 17, 20, 20, ? This is formed leaving out the every third digit. The next series is take every third digit and forma series. E.g., 34, 31, ? If we observe the first series, we notice one number is repeated twice that is 17 and 20. the next number is obtained by adding 3 to the previous number. e.g., 17+3 =20; 20+3 =23; Continuing in this way we get the next number is 23. Now come to the second series: 34, 31, ? Here if we observe, every next number is obtained by subtracting 3 from the previous number. e.g. 34 -3 =31; Applying the same logic we can get the next number as 31-3 =28. So the answer is 23, 28.
