The number in the bottom partition of the triangle is the sum of the numbers above it plus the average of those numbers.

So in the first triangle, we can test this as;

8 + 6 + ((8 + 6)/2) = 14 + 14/2 = 14 + 7 = 21

Similarly in the second triangle;

7 + 5 + ((7+5)/2) = 12 + 12/2 = 12 + 6 = 18

Hence, we can find the missing number as;

4+4 + ((4+4)/2) = 8 + 8/2 = 8 + 4 = 12
