Steve is elder to Mark by 2 minutes.
Once Steve celebrates his birthday on his birth date and after a day in between Mark celebrates his birthday on his birth date.

Answer:
The 2 twins can easily have birthdays on 2 different days if they are born around midnight.
So say Steve is born at 11:59 pm {23:59 hours) and Mark is born at 12:01 am (00:01 hours) they will be born on two different days.
Since the only case in which they can be separated by a day could be if Steve was born on 28th feb in a non leap year and Mark on 1st March.
So in case of a leap year their Birthdays will fall apart by 2 days.
